- You or your mount snap back to an earlier position, especially right after joining; creatures rubber-band and hits do not register.
- ASA: your ridden creature jumps and shifts back and forth and sideways.
- Structures, creatures or players are invisible or flicker for a moment.
- ASA: you are disconnected when you mount a creature on a slow server, or disconnected again and again on Extinction (both fixed in patches).

What you see
Why it happens
Most of the time it is the latency between you and the server, or a busy map: many tames, structures and wild creatures, and heavy mods. When an area wakes from stasis as a player approaches, "De-stasis could cause some visual bugs at client (player) side as well", and an area with a huge shelter full of tames can cause a "server lag spike" (ARK Wiki, Stasis).
Some of it was game bugs, fixed over time in ASA: invisible and flickering objects (68.36), ship desync (91.8), desync when colliding while mounted (92.21), the disconnect when mounting on low-performing servers (64.2) and frequent disconnecting on Extinction (58.21). One is still listed as a known issue since 32.15: players rubberband when walking through baby creatures.
